This may help, although make sure not to disable your AV if you're wanting to scan in safe mode:

How To Perform A Diagnostic Startup
To rule out applications or programs causing conflicts with your games, you can try a diagnostic startup. This will start you PC with the minimum of processes and services running. Follow these instructions...

Microsoft Windows XP
1. Click Start, and then click Run.
2. Type msconfig in the Open box, and then click OK.
3. Click the General tab, and then click Selective Startup.
4. Click to clear the following check boxes under Selective Startup:
Process SYSTEM.INI file
Process WIN.INI file
Load Startup Items
5. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
6. Click OK, and then click Restart to restart the computer.

Try to install or run game. When you reboot again, the MSCONFIG utility will auto run so you can reverse the above process and undo the changes you just made.

Note, MSCONFIG will auto run when you next restart your PC. To restore the computer to use a normal startup, click Normal Startup - load all device drivers and services on the General tab in the System Configuration Utility, click OK, and then click Restart to restart the computer.

just walked a jiffy lube store through it about 10mins ago... had them press F8, and it brought up the boot options so we could select "Last known good configuration"... so I know it works :P

ya just gotta start pounding that F8 key after you memory finishes being scanned...

side thought: if you have a USB keyboard, SOME don't respond until after Windows initializes the USB Root Hub, which is later in the boot... but if you can access BIOS, you should be able to hit F8 without issues...

must be hitting it too early... looks like the boot sequence allows f8 options too... it should be pressed right before the windows xp screen pops up... but if your bootup/bios allows f8 it might be a bit rough timing it right... might be best just giving smooth's method a try...
