well as you may know ive been in a months long fight with the cable asses over my connection, it now seems i get full speed internet from 5 am to 5pm but after 5pm it tanks and stays that way till the wee hrs?...
they keep saying its me but ive tried the line on 3 diff computers and the same result?.. the tech came out swapped all the lines and verified i do have signal,but no mention on its strength or duration.
just to be sure i went to my friends house 2 miles away and lo and behold the same weak signal in the eve hrs!
im lost on this i dont know what tact to take next..any ideas?

Sounds to me like they might be playing dumb because they have some screw-up to cover. Can they give you any statistics on usage during those times? Possibly too many people online during those times?

Cable? Fast yes, but here is the catch with cable. If you are on a line that has multiple clients which cabel does, it really sounds like peak time. This will happen when everyone and their dog is online. That is the trouble with cable. The more in the boat the less room you have to move about. What cable are you with? Charter in some locations has this same issue. Roadrunner used to have carrier issues as to who the get their service from and would have you shut down at certain times. Now that has been a few years ago so I am sure things have gotten better.
Do you shut your cable box off ever? It should be left on at all times. The only time the cable box should be turned off is for a firmaware update in which case you unplug the cable box power for a few minutes then reconnect at it will pull any updates it needs. Other wise leave it on.

no i never shut down the modem or boxes,and yes it is roadrunner or in this case roadkill.
i am 90 percent confident the issue does not lie with me...but with them, it is frustrating when you call these blockheads and you know more about ip and tc-ip then they do yet they demand you do stupid crap over and over like rebooting the modem and trace ip and all that useless junk, like they read from a manual to you...however this issue is on there side they will not admit this.
a block from me 9 houses have been demo'ed all power phone and cable lines to the doomed structures have been cut and are dangling in plain sight , the same scenario 4 blocks away, i feel it in my gut but they still dont see any loss of signal to my area ...

Usually when I post back, I am talking to the whole audience in which some have no clue as to what we are talking about. To make it easier on them I go a little out on explanation.
I could see that dangling wires and construction, but you say at a certain time it just goes to like dial up speed? Construction and stuff like that would not control that aspect, if that was the case you would have issues all the time not at certain times.
Does your neighbors have cable? Here is what I am wondering, they most likely have the same issue. See if you can ping them with a 512KB packet, of course you will need their IP so talk with them about this. Then hit CNET.com with the same, see if there is a big difference.
Now if you have good response time with your neighbor and poor response time with CNET, then more than likely, the trouble is after your ISP and who they get their service.
Hitting your neighbor in most all instances having the same ISP will be a bounce back single hop from the ISP. Hitting CNET.com will most definitely have multiple hops. Whether this is of any significance, who knows, but it will tell your ISP it is not you.

I'm betting there are to many users on the node, that's why the sped drops after 1700. That's a result of a cable company not wanting to spend money on infrastructure. They need to add more head ends and put less people on each node of the system. I had the same problem with cablevision last year. They refused to admit it was their problem. Eventualy they finished the upgrade they were doing and my speeds jumped up to where they should have been all along.
Instinct, what cable modem do you have? Can you get in there and see what your signal and SNR numbers are?

rgr tk , the dangling wires may not directly affect me however it can lead to an overall signal degredation in my perimeter, now lets say 200 ppl begin accesing road runner after 5pm , with all the signal bleed it may slow this node im on ?
the techs have been to the house swapped all the interior lines and checked the connection to the street, but what they dont see is the larger picture of severed wires all around my area.
or perhaps these construction morons have exposed a cable wire it will lead to signal loss no? anyway it may not be the direct cause but it is definatly a concearn.
on the tier 3 call ive pretty much told them im done rebooting modems and doing packet traces in CMD> "tracer -d www.***.com or resetting IE browser settings,im so frustrated and im over with there by the book stupid protocols, any one of us in this squad knows 10x the computer knowledge then these cable employees,and ive made it very clear in no uncertain terms that my personal knowledge exceeds there own and that the machines in my home are as they should be!, i set them up they have been running fine and still do ...if it were me i will not get 7meg down at 6 am and then tank out at 5 pm everyday.
the simple fact that i can visually see the signal go to the toilet everyday at 5pm shows its not me, ihave screenshots with timestamps that is why i ask for immediate re direct to the tier 3 desk i will not even deal with the local idiots anymore and im steps from bitching to the city.
look at these shots one at 530 pm the next at 8 am following day...oh yeah its my pc with the problem

Well I would hate to see the PUC get involved here but that may be where you need to go. You are paying for that service as promised, they are required to deliver what they promise. Is there any small writing that states what your speed should be?

TK, In NY most cable and DSL outfits promise "speeds upto xxx". This way they can wiggle out of a problem.
Having fought with a cable company before I know Instinct is in for a long hard fight.

There seem to be a bunch of other people in the NYC area experiencing the same issue you are. There is strength in numbers. When you run a TraceRt at what hop does the slow down occur? That info will let you know if it's an issue in your imediate area, or a conection to the net further down the line. That speed test you posted doesn't say where it is DL'd from so it's hard to say how many hops are in there.
Your problem is not a degraded signal. A degraded signal would be a bad signal strength or SNR. That degradation would be there irregardless of the time of day and number of users. Trust me, been there with that. I'm assuming since the techs were there, they checked those and found them in spec. What modem do you have, you may be able to check those figures yourself. A degraded signal would cause more than just a slow down. You would also be losing your internet connection at random times. A disconnected cable wire should not cause a problem. People disconnect modems and TV's inside thier homes all the time.
I still say it's an over crowded node. RR needs to split the number of users on the WAN into two groups. There are to many people trying to share the same bandwidth. Just my .02.

kat you are right as per the tier 3 help desk ..the node is overloaded for a 7 mile 360 degree radius. thier best answer is they know it and will be installing new hardware ..no eta on it may take weeks i hear ...till then i get refunds.

The no ETA part sucks Instinct. I hope they are giving you a nice big refund for your trouble. Cablevision used to give me portions of my bill back as well, and they never did admit it was an over crowded node. It was just funny how one day I lost service for 4 hours due to maintainence and when it came back up the problem was gone.
I'm guessing your not in an area where you can get Cablevision. They went 15/2 for the standard price and even in prime time I usually see 11-12 KBps down and 1.8KBps up. Best service I have had in the last 5 years. Just like the old days when no one had cable internet.
Good luck, keep the preassure on them and don't be afraid to let your city councilman know whats going on. These guys have a franchise that can be yanked if they are not providing the service they promised.

Oh theres something wrong all right. I'm looking at 2 hops alone with 10 and 30 % packet loss and they are both RR connects. That's ther internal system. Can't blame that on the "net gods".
