Trying to join a game and my cousin had BC2 on his laptop. It appears that when I log in neither can stay in a server?  Is this punkbuster of what? Anyone have  a clue?

Most likely a port issue.

Post #23 has the solution for Steam version.  Just edit the desktop shortcut if you're not running Steam version.
