heres what happens when there is aircraft in the sky
I have tried putting all the graphics settings to low
i have a 6600gt graphics card, 2G of ram
athlon64 4000
and I reinstalled directx and i uninstalled nvidia drivers and reinstalled. no help

I don't think the image posted Jug.  Do me a favor and take a screenshot when you're in your "Graphics" tab in the settings menu so I can see how you have it set up.

OK I've never seen that before.  To start, turn off Heat Blur, it's a real system killer, even on high end rigs.  Bump it up to 32 bit color.  Civ traffic off as well.  Leave terrain preload where you've got it, the more RAM you have the higher you should have that.  Put vis range on high.  Water to medium.  Shadows are up to you, I leave them off.  The big slow-down factors there are heat blur and water.  Just for the heck of it, check your difficulty tab and make sure there are no wierd settings enabled in there, like some kind of arcade mode.
